Politics, Strict Interpretation Infuse EPA Methane Reg Rollback

"That will be the most important implication of this rule, and of course it's relevant to other EPA rules that have been issued under the same section of the Clean Air Act," said Carroll "Mack" McGuffey, a partner at Troutman Pepper Hamilton Sanders LLP. "It's been a hotly debated point in a number of rules in recent years, and this is EPA making a decision on how it reads the act."
Part of the problem is that the Clean Air Act isn't well written to address climate change, which was the primary motivation for the Obama administration's carbon dioxide and methane rules, McGuffey said.
