Misha Tseytlin, a partner at law firm Troutman Pepper, said the Chevron framework was a "lodestar" of administrative law. Now, agencies will ultimately be locked into a single interpretation once a court decides what that is.
"It is a seismic shift in administrative law," Tseytlin said. " "It will change agency incentives about how rulemaking is done."

Tseytlin said that will likely lead to less aggressive rulemaking, fewer rules being changed between administration and a greater chance of opponents to defeat rules in courts.
